The Post War Years
In the five years immediately following the 1939-45 War the completely rural communities within the Shire of Doncaster and Templestowe vaguely felt the stirring demands for land for residential purposes, but apart from the utilisation of some of the land which had been subdivided in the late 1920s and the establishment of an Ex-Servicemen’s community at East Doncaster, little urban development had taken place. It was not until full demobilisation had been completed and the Commonwealth’s vigorous immigration programme implemented, that the demand for building blocks became urgent and the rolling hills and valleys of the Shire were uncovered and revealed to the home builders of the metropolis.
As more and more of the land became available for home building, and following the erection of display homes in key positions, the Shire became established as one of the most popular and most sought after areas in the vicinity of Melbourne. So much so that it became increasingly urgent that the Council should provide modern facilities for its ratepayers.
As a result of forward thinking and energetic planning, the Council, over the past 10 years, has provided the Civic Centre (including Council Chambers and Administrative Offices), Infant Welfare Centres, Kindergartens, Free Library Service, Modern Sporting Facilities and Pavilions, and Parks and Gardens, is currently in the throes of a wide-spread Private Street and Drainage Construction Programme and, by means of its Town Planning Scheme, anticipates that it will be able to control and provide the further facilities required by modern living.
As the planned development of the area over the next 15 years provides for a total population of between 110,000 and 120,000, further planning and expansion of facilities will be essential.
On 12th luly, 1966, the Council held the view that the stages of development attained by the Shire was sufficient to enable it to be raised to the status of City and, in accordance with the provisions of the Local Government Act, it petitioned His Excellency, the Governor in Council in the State of Victoria to proclaim the municipality as a City.
At the proclamation of the Shire as the City of Doncaster and Templestowe it is interesting to note that it has an area of 34^ square miles, and lies between 8^ miles and 16 miles from the G.P.O., Melbourne, and is situate on the south bank of the River Yarra between Warrandyte and the Koonung Creek.
It has a population now approaching 38,000, has 10,850 dwellings and 17 schools.
In the district there is justifiable civic pride expressed through the 169 Local Organisations, covering Sporting and Service Clubs, Cultural Groups, Youth Organisations, Religious Bodies, Citizens Organisations and Charitable Auxiliaries.
The City of Doncaster and Templestowe, comprises Bulleen, Doncaster, Doncaster East, Donvale, Park Orchards, Ringwood North, Templestowe, Templestowe Lower, Warrandyte and Warrandyte South, and its homes cover a wide range of interesting contemporary and traditional architecture, together with a number of fascinating homes of earlier periods.
The banks of the River Yarra at Bullen and Warrandyte provide quiet relaxation for thousands of visitors in the Spring and Summer Seasons.
The Citizens of Doncaster and Templestowe can be justifiably proud of progress made by the City to date and should now look forward to its development as the premier city of Victoria.
Shire of Doncaster and Templestowe PETITION FOR DECLARATION OF CITY
To His Excellency the Governor of the State of Victoria and its Dependencies in the Commonwealth of Australia, etc., etc., in Council with the Honourable Members of the Executive Council of Victoria.
THE PETITION OF THE PRESIDENT, COUNCILLORS AND RATEPAYERS OF THE SHIRE OF DONCASTER AND TEMPLESTOWE
SHEWETH that your petitioners desire that an Order be made pursuant to the powers contained in paragraph (k) of sub-section (1) of Section 18 of the Local Government Act 1958 as amended by Act No. 7323 to proclaim the whole of the municipal district of the Shire of Doncaster and Templestowe as the City of Koonarra incorporating the existing subdivisions under the existing names of Doncaster West, Doncaster East, Templestowe and Warrandyte.
YOUR PETITIONERS therefore pray that an Order in the premises may be made accordingly.
In support of our petition, we submit the following :—
1. The Municipal District of the Shire of Doncaster and Templestowe contains an area of 34^ square miles.
2. Such municipal district is substantially urban in character with 9,410 dwellings and 367 commercial premises and contains 17,678 rate assessments, of which number only 619 individual properties qualify for farm rate concessions pursuant to the provisions of Section 333 of the Local Government Act 1958.
3. The General Rate for the year ended on the thirtieth day of September, 1965, yielded a revenue of £440,657.
4. Such municipal district has a population of 32,500 inhabitants (estimated by the Commonwealth Bureau of Census and Statistics as at the thirtieth day of June, 1965) and the population is increasing by over 3,000 inhabitants annually.
5. Such municipal district is one of the largest concentrated centres of population in the State of Victoria which has not been elevated to City status.
6. Such municipal district under an Interim Development Order made under the provisions of the Town and Country Planning Act is developing orderly and sufficient residential and commercial areas which will progressively provide for the needs of an estimated population of 93,500 in 1975.

Local Government Act 1958 PROCLAMATION OF SHIRE OF DONCASTER AND TEMPLESTOWE AS A CITY
PROCLAMATION By His Excellency the Governor of the State of Victoria and its Dependencies in the Commonwealth of Australia, &c., &c., &c.
WHEREAS it is provided by Part II, of the Local Government Act 1958, as amended, that the Governor in Council may, after the receipt of a petition to proclaim a municipality a city from the council of a municipality which is substantially urban in character and has a population of at least ten thousand inhabitants and which in the year ended on the thirtieth day of September last passed yielded a revenue from general and extra rates of not less than One Hundred and Sixty Thousand Dollars, proclaim that municipality a city.
AND WHEREAS the Shire of Doncaster and Templestowe is substantially urban in character, has a population of at least ten thousand inhabitants and in the year ended on the thirtieth day of September last passed yielded a revenue from general and extra rates of not less than One Hundred and Sixty Thousand Dollars, and in pursuance of the said Act the President, Councillors and Ratepayers of the Shire have presented a petition praying for the exercise of such power :
NOW THEREFORE I, the Governor of the State of Victoria, by and with the advice of the Executive Council thereof and with effect on and from the 28th day of February, 1967, hereby proclaim the Shire of Doncaster and Templestowe to be a City under the name of the City of Doncaster and Templestowe.
Given under my Hand and the Seal of the State of Victoria, aforesaid, at Melbourne, this 24th day of January, in the year of our Lord One Thousand nine hundred and sixty-seven, and in the sixteenth year of the reign of Her Majesty Queen Elizabeth II.
