The City of Bulleen by any other name

The announcement of the new name for the City of Doncaster and Templestowe has caused some disappointment. Most people do not know that name Bulleen has great significance for our city. Our area was the Shire of Bulleen when the municipality was first formed in 1875.  
Before that, in 1841, when the area was surveyed, it was named the Parish of Bulleen.  Bulleen is the aboriginal name for the White Cockatoo that still lived in the area. 
The problem with the name started when the Doncaster riding severed rom the Shire of Bulleen in 1890 forming a separate shire. The remainder of the old Shire then only covered part of Bulleen so it was renamed the Shire of Templestowe. 
In 1914, Templestowe was told to join with Doncaster. 
In the 1920s, the Templestowe people objected to being part of Doncaster and wanted their name included.  They ignored the rest of the area such as Warrandyte, so we were stuck with the cumbersome name “the Shire of Doncaster and Templestowe” - then later, the City. 
The suburb of Bulleen, once being part of Doncaster and part of Templestowe, was named in the 1950s when its Post Office was formed. 
If people look at the title of their land they will see that they are in the Parish of Bulleen. 
They have been living in Bulleen all the time.

City of Doncaster & Templestowe

The origin of local government in the area dates back to 19 December 1856, when the Templestowe Road District was formed, following a public meeting and election at Bulleen Hotel.[2][3] Two decades later, on 7 May 1875, the Shire of Bulleen was formed, incorporating the Roads Board area and Warrandyte.[2][4] On 30 May 1890, the Doncaster Riding was severed and incorporated as the Shire of Doncaster, meeting in the old Shire Hall in Council Street.[2] By this time, fruit growing had become the mainstay of Doncaster's rural economy. The Shire of Bulleen was renamed to the Shire of Templestowe on 12 May 1892, and reunited with Doncaster 23 years later under local government reforms on 1 October 1915, with the combined entity named the Shire of Doncaster & Templestowe on 16 March 1926. Urbanisation was slow to reach the area, and the 1949 Australian Blue Book described the shire as "mainly undulating country with extensive views [and] some low, hilly ranges". Agricultural activities, such as fruit growing, dairying and sheep and cattle grazing, dominated the shire's economic life.[5] By 1955, the population of the area had grown with suburban settlement and a new Shire Hall was built.[2] On 28 February 1967, at a time of rapid suburban growth, Doncaster & Templestowe was proclaimed a city.[6]

On 15 December 1994, the City of Doncaster & Templestowe was abolished, and along with the Wonga Park area from the Shire of Lillydale, was merged into the newly created City of Manningham.[7]

At the time of dissolution, council meetings were held in the Municipal Offices, in Doncaster Road, Doncaster. This facility is still used for the same purpose by the City of Manningham.

Templestowe Roads Board was elected in 1856. The first meeting of the Board was held in the Upper Yarra Hotel, then in the home of the Board secretary.
In 1867, the Board built an office at the corner of lames and Ruffy Streets Templestowe.

In 1875 the Shire of Bulleen was formed.  

In 1914 Templestowe joined the Shire of Doncaster and later the Shire was renamed the Shire of Doncaster and Templestowe.

Manningham

In an endeavour to find a name generally applicable to the area of the new municipality, ‘Manningham’ was chosen in preference to the localised ‘Bulleen’, although Bulleen had been the name of the shire predating Doncaster and Templestowe. Manningham is the name of a road, and how it came to be so named was left unanswered in the council-commissioned history (2001).



City of Manningham

The Manningham municipality was created on 15 December 1994, as part of a general restructure of Melbourne's local government boundaries.[5] The new municipality contains the former City of Doncaster & Templestowe, but with part of Ringwood North ceded to the new City of Maroondah and Wonga Park, annexed from the former Shire of Lillydale.

The name Bulleen, a nearby suburb, was proposed for the new municipality, as it was the name of the shire predating the City of Doncaster and Templestowe.[citation needed] However, modern residents believed the name was too localised, so the name of one of the major roads was adopted.[citation needed] The origin of Manningham Road comes from the region of Bradford, West Yorkshire, England. Residents' requests for the City to be named after Indigenous Australian names local to the area such as Mullum Mullum or Koonung were rejected.
